We are pleased to share that Environmental Incentives has been awarded the Performance Management, Evaluation, and Learning Services (PMELS) contract from the U.S. Department of State. PMELS is an Indefinite Delivery, Indefinite Quantity (IDIQ) contract, allowing EI to compete for task orders over the five-year delivery period. EI holds one of five contracts for Functional Area 4: Economics, Environment, Science, Technology, and Health.
Under this IDIQ, EI will provide a range of services, including program design, performance monitoring, data collection and analysis, evaluation, research, training, and capacity building to the Department of State headquarters, regional, functional, and management bureaus, as well as overseas posts. EI was chosen for our rigorous approach to evaluation methodology selection, in which we employ a mix of qualitative and quantitative methods to align data collection to decision-makers’ needs. Our evaluation support will focus on helping decision-makers translate knowledge gaps (what isn’t known) into information needs (actionable information that informs decisions).
