USAID’s Pacific American Fund (PAF) is a five-year grant facility that addresses critical development challenges across 12 Pacific Island countries. Led by our partner Social Solutions, Environmental Incentives (EI) provides support to grantees, whose work focuses on addressing the economic and social impacts of the COVID-19 pandemic; increasing climate change and disaster resilience; promoting economic growth and facilitating market-based enterprise development; increasing biodiversity and sustainable natural resources management; extending access to quality health care, education, and water, sanitation, and hygiene services; and advancing democratic governance.
EI supports this locally led development initiative through oversight, capacity building, performance monitoring, and knowledge sharing related to management of environmental risk. This includes:
- Developing guidance for solicitation responses, so that non-governmental and other civil society organizations seeking support will be able to address environmental risk management in their applications.
- Providing technical assistance to short-listed grant applicants to assess potential environmental impacts and refine and strengthen their proposals—including the technical approach and monitoring, evaluation, and learning plans to safeguard people and resources.
- Providing ongoing technical assistance to grantees during grant implementation, including by helping them develop and implement Environmental Mitigation and Monitoring Plans and to follow applicable US government and host country environmental procedures.
PAF provides opportunities for civil society organizations across the Pacific region to shape and own development outcomes by scaling up best practices that improve the economic, health, and environmental well-being of the Pacific Islands.
