Environmental Incentives is partnering with prime contractor LINC, LLC and subcontractor JaRco Consulting on the five year, USAID-funded Resilience Learning Activity (RLA) (previously known as Highlands Resilience Platform for Adaptive Learning (R-PAL)). EI will build on our experience partnering with USAID to facilitate collaborating, learning and adapting (CLA) approaches to co-create solutions to Ethiopia’s complex development challenges.

RLA supports USAID’s staff, offices, and implementing partners with learning, collaboration, and research around resilience issues in Ethiopia. The activity serves as a “learning sidecar” to USAID/Ethiopia, USAID/Bureau for Humanitarian Assistance in Ethiopia, and their implementing partners, providing a platform for robust uptake of CLA principles in programming. Initially, RLA will focus on supporting USAID’s Transition into Graduation through Enhanced Resilience (TIGER) portfolio to better understand which relief and development interventions can best strengthen household, community, and system resilience to increasingly persistent shocks and stresses. The team will support systems-based learning processes and frameworks, development and consolidation of learning and research agendas, adaptive management, results measurement, and rapid feedback loops.

EI will lead CLA strategy for RLA, providing leadership and supporting adaptive management processes and solutions to ensure that USAID’s resilience investments successfully undergo evidence-based program iteration and that learning agendas and feedback are infused into resilience activities.
