Hawa Ka serves as a Program Cycle Specialist at EI providing support to USAID Missions interested in adopting Locally Led Development practices. Prior to joining EI, she was a Program Officer for USAID’s Bureau for Development, Democracy, and Innovation, Local, Faith-Based and Transformative Partnerships Hub (DDI/LFT). In that capacity Hawa led the Office’s strategic planning, budgetary alignment, and program planning. She also served as the Contracting Officer’s Representative (COR) for one of the Hub’s Institutional Support Contracts.

Ms. Ka has more than 17 years of experience working in international development. In her first position at USAID/Senegal, Hawa served as a Budget Specialist and was responsible for the Regional and Bilateral Missions’ budget planning and monitoring. In that position she participated in the roll-out of Operations Master, a central budget planning tool, in close to 20 USAID Missions through support in data migration and conversion, trainings, temporary duty travel, and virtual assistance. Years later Ms. Ka supported the development and deployment of performance and budget management tools (AIDtracker and Development Information Solution) for the Agency both in the Policy, Planning and Learning Bureau and at the Bureau for Management, Office of the Chief Information Officer.
