Maso brings her experience in urban water supply and demand management to her role as an Associate in Environmental Incentives Water Practice. Maso approaches natural resource management through tool development and policy analysis, drawing from a statistical, economic, and watershed science skill set. She focuses on urban stormwater management projects that help permittees achieve better environmental outcomes and reduce compliance costs.

Previously, Maso worked for the City of Santa Barbara’s Water Conservation Office where she developed tools to incentivize residential water conservation. She also completed her master’s degree at the Bren School as a Walton Family Foundation Sustainable Water Markets Fellow, where she learned about the barriers to and enabling conditions for water markets.  During her master’s thesis she analyzed whether the existing water allocation system in Southern California incentivizes water agencies to conserve water leading up to and during a drought.

From her previous professional and educational experiences, Maso has a deep understanding of the challenges of sustainably managing Western water supplies for the needs of diverse stakeholders. She aspires to apply this understanding and use water management tools and policies based on market mechanisms that will result in environmental benefit.
