Samuel is a Program Cycle Specialist with USAID’s Bureau for Policy, Planning and Learning. He is embedded with the Youth Inclusive Development Hub to support the operationalization of a Monitoring, Evaluation, and Learning (MEL) System.
Samuel has sustained engagement with USAID implementing partners through each component of the Program Cycle, working in tandem with headquarters and country-based teams, Mission counterparts, and technical specialists. As the MEL Manager for USAID’s Human Rights Support Mechanism, he coordinated data collection and assessment against jointly developed learning questions, enabling staff across over fifteen global teams to contribute to mechanism-wide learning on a consistent basis. Samuel also draws inspiration from MEL communities outside USAID, including UN Sustainable Development Goals working groups, IDEAS association, Blue Marble Evaluation, Peregrine community, and individual experts.
Samuel is confident that Monitoring, Evaluation, and Learning brings teams together under a common purpose. He strives to develop MEL systems that reflect day-to-day implementation and source input and assessment from all team members.
