Shawn is Director of Partnership & Innovation at Environmental Incentives. He helps public and nonprofit teams build learning organizations that connect field realities to decision-making. His current focus is on practical AI and data automation to reduce manual work in MEL, improve data quality, and bring evidence into decisions faster. He helps teams build skills in new technologies and set practical guardrails for responsible AI and data use, so experimentation stays safe and useful. 

Shawn also co-convenes Reimagining Global Conservation, a broad coalition rethinking how the U.S. can reengage globally on conservation. The effort centers on peer learning, co-creation, and fast-paced sprints that translate hard questions into grounded, scenario-ready options for policymakers when policy windows open. 

His past work includes supporting USAID, philanthropic portfolios, and conservation and water programs to strengthen feedback loops and adaptive management. He served as Chief of Party for EI’s Program Cycle Mechanism (PCM), helping more than 100 USAID teams strengthen program design, monitoring, and evaluation. He also led EI’s work in the Sustainable WASH Systems Learning Partnership, testing systems approaches to improve the sustainability of water, sanitation, and hygiene services. 

Shawn began his career in Madagascar as a Peace Corps Volunteer, later managing marine programs with Reef Doctor and Blue Ventures, where he served as Country Director. Throughout his career, he has helped teams make learning and adaptation part of how they work, delivering better outcomes and lasting impact.
