Kelsey is the Project Director for the USAID-funded Latin America and Caribbean Environmental Support Services II Contract (LAC ESSC II). In this role, she leads a team of staff in delivering technical support to the LAC Bureau and Missions across the region.

Kelsey brings experience working at the intersection of international development and environmental conservation to help build USAID’s capacity to use adaptive management and learning to enhance programming effectiveness. Under the Measuring Impact I and II projects, she provided technical support to USAID Missions and served as Deputy Chief of Party. Previously Kelsey worked at the Inter-American Development Bank to integrate the value of natural capital in national development plans and investment strategies in Latin America and the Caribbean. She has experience working with NGOs and local governments on marine and coastal policy issues and conducting fisheries research with the National Oceanic and Atmospheric Administration. Kelsey also has experience in policy and science communications and cross-sector engagement.

Kelsey is a strong proponent of integrated approaches that provide benefits to both people and ecosystems. She is passionate about helping teams to design programs to address complex issues and to use practical adaptive management and learning tools to advance program implementation.
