Mr. Ross is currently serving as the Project Director for USAID Ethiopia’s Resilience and Learning Activity. In this role, he leads Environmental Incentives’ subcontract activities for learning and knowledge management to enhance resilience programming and ensure evidence-based decision making. He also leads Environmental Incentives’ work on USAID’s Compliance and Capacity Support for Diverse Partnerships (CCSDP) IDIQ, supporting the Agency’s localization efforts and broader goals of locally led development.

With over 20 years of experience, Mr. Ross has a strong track record of leading complex international development projects funded by the U.S. government, focusing on strengthening the capacity of local actors and development systems. He has successfully served as Chief of Party on various USAID contracts, consistently delivering exceptional performance. Mr. Ross excels in stakeholder relations in Mission and Washington-based environments, applying collaborating, learning, and adapting (CLA) principles to enhance capacity building and development outcomes.

He is dedicated to empowering local organizations, communities, and individuals to define their own development path and lead development initiatives that improve the quality of their lives.
