Central America Regional Support Services (CARSS) is an IDIQ contract with the USAID El Salvador/Central America-Mexico Regional Program. Under CARSS, Environmental Incentives (EI) and our global consortium, including Dalberg, PADF, Global Communities, PLAN, Glasswing, and CRGR, will provide USAID Missions across Latin America and the Caribbean with tailored solutions for tackling the root causes of irregular migration from Central America to the United States.
CARSS activities will support the U.S. Strategy for Addressing the Root Causes of Migration in Central America, individual Mission Country Development Cooperation Strategies, and the Regional Development Cooperation Strategy by providing a wide array of services, aiming to address economic insecurity, strengthen governance and transparency, reduce gender-based violence, and enhance resilience to climate change, food insecurity, health hazards, and crime.
Addressing the complex drivers of irregular migration requires a holistic understanding of their interconnectedness and tailored action to strengthen local leadership. Through CARSS, EI will utilize a grounded understanding of networked systems to strengthen the capacity of local organizations while delivering technical and management expertise to USAID Missions.
