USAID Technical, Operational, and Program Support (TOPS)

Environmental Incentives (EI) is a partner to EnCompass LLC on the five-year, USAID-funded Technical, Operational, and Program Support (TOPS) institutional support contract for USAID’s Bureau for Development, Democracy, and Innovation (DDI). EI brings best-in-class technical assistance to USAID’s Center for Environment, Energy, and Infrastructure (EEI), the Environmental and Social Risk Management Office, and the Agency Environmental Coordinator in the areas of climate, environment, energy, and infrastructure.  

The challenges in our natural and built environments are escalating – and driving demand for technical leadership. EI brings to TOPS its experience in individual and organizational capacity building, evidence-driven decision making, and cross-sector collaboration.  

EnCompass LLC and EI are working with USAID to develop and sustain a diverse talent network, helping the Agency meet the increasing complexities of global development. Key activities include identifying and recruiting long- and short-term technical assistance providers to work in USAID’s offices and facilitating more evidence-driven technical decisions across EEI to meet the pressing challenges caused by climate change.
