USAID Technical, Operational, and Program Support (TOPS)

Environmental Incentives (EI) is a partner to EnCompass LLC on the five-year, USAID-funded Technical, Operational, and Program Support (TOPS) institutional support contract for USAID’s Bureau for Resilience, Environment, and Food Security (REFS). 

The challenges in our natural and built environments are escalating—and driving demand for technical leadership. EI brings to TOPS its technical experience in the climate, environment, energy, and infrastructure sectors.

EnCompass LLC and EI are working with USAID to develop and sustain a diverse talent network, helping the Agency meet the increasing complexities in development and humanitarian assistance.
